Another term of art is "being managed out of the workforce." This can be a bit broader, as the objective becomes ruining the individual's reputation to damage their possibilities of getting work in the same field or sector. Human Resources is at the center of what you've described. It is, as you suggest, borderline criminal behavior, and frequently enough becomes actionable behavior, thus the EEOC route.
